Pastor of the Albouystown Fellowship and leader of the Guyana Apostolic Team, Elsworth Quintel Williams, is the new Chairman of the Board of Directors of the Central Housing and Planning Authority (CH&PA).
Williams’s appointment was announced by Minister within the Ministry of Communities, with responsibility for housing, Valerie Adams-Patterson, yesterday at the CH&PA’s National Planning Forum held at Regency Hotel.
Williams will replace former City Mayor, Hamilton Green, who functioned as the chairman of the CH&PA from late 2015 until recently having attained an age requirement for persons who sit on state boards, agencies and commissions. The life of the old CH&PA board came to an end in December 2016.
The announcement of the new members of the CH&PA Board of Directors was published in a late February edition of the Official Gazette.
However, in a recent interview with the Government Information Agency (GINA), Minister of Communities, Ronald Bulkan, said that there was need to amend the published list.
The minister had explained that there were shortcomings in the list with respect to two critical factors. He explained that in the first instance, the list did not fulfill the local government legislation which speaks to the board having representation from every municipality.
According to Minister Bulkan, the three new municipalities which were created in 2016, were not catered for on the list that was gazetted.
The other shortcoming of the list was that in some cases, the representative of the municipalities of the outgoing board had changed in 2017. This was an oversight that was not captured in the new board, Minister Bulkan explained.
Yesterday, Minister Adams-Patterson explained that Minister Bulkan has written to the Minister of State, Joseph Harmon, about the need to amend the list. She also said that the amendments will be made shortly if they have not already been made.
The new board that was named had included Chaitram Harry Persaud, Anna Regina Town Council; Winifred Heywood, New Amsterdam Town Council; Ranwell Jordan, Mayor and City Council of Georgetown; Tricia Hamer, Rose Hall Town Council; Shantaram Sugrim, Corriverton Town Council; Brian Lewis, Linden Town Council; Sonia Gumbs-Luke, Environmental Protection Agency; Michael Hutson, Guyana Lands and Surveys Commission and Naresh Mangar, Central Board of Health.
The other members are Egbert Carter, Dr. Mallika Mootoo, Glenyss James, Heather Martins, Thandai Mc Allister and Reverend Williams.
Elsworth Quintel Williams, known as “P.C.”, was born in Henrietta, Essequibo Coast in Region Two.
He has served on the National Leadership Team of the Full Gospel Fellowship, the Apostolic Team of Full Gospel Fellowship and the Suriname Apostolic Team and has also been the main speaker for the television programme, “Hour of Power” for many years.
Williams, who started preaching at the age of 15, has over the years, participated in several conferences and seminars. He has also taught in the Bible Schools in Guyana and Suriname.
CH&PA is a key government agency overseeing the development of the housing sector.
A number of new housing schemes have been launched within the last decade and a half.
