Guyana is being represented at an international Cybercrime Capacity Building Project for Latin America and the Caribbean.
This event is being held in Panama and will conclude one week from today.
This was according to the Minister of State, Joseph Harmon, during the post-Cabinet press briefings yesterday at the Ministry of Presidency, Georgetown.
The Minister said that the project is aimed at enhancing the capacity of selected International Police (INTERPOL) member-countries to counter cybercrime through the provision of specialised training, access to cyber forensic equipment; and the coordination of cybercrime operational activities.
Detective Sergeant, Junior Blair and Julia Jonas, of the Guyana Police Force (GPF) are attending, the Minister said.
The project is being carried out at a time when the Cybercrime arm of the Guyana Police Force is currently investigating what is believed to have been a cyber attack on the billing systems of the Guyana Water Incorporated (GWI).
Meanwhile, the Cybercrime Bill of 2016 (Bill No. 17/2016) – a Bill intituled an act to combat cybercrime by creating offences of cybercrime; to provide for penalties, investigation and prosecution of the offences and related matters – was read a first time and committed to a Special Select Committee on October 4, 2016.
Minister Harmon, during the press briefing, also spoke about Cabinet granting approval for persons to participate in the law enforcement leadership and development programme to be held in El Salvador from April 24, to June 2, 2017.
This will be a training programme for middle management law enforcement personnel and criminal justice personnel.
The training will include such topics as leadership, management, counter-terrorism, border issues, narcotics and criminal and financial investigations.
Those identified to attend are Senior State Counsel, Diana Kaulesar-O’Brien from the Office of the Director of Public Prosecutions (DPP); State Counsel, Stacy Goodings, also from the Office of the DPP; Superintendent, K. Parsuram from the Guyana Police Force (GPF); Deputy Superintendent, H. Winter, GPF; Woman Deputy Superintendant, D. Griffith, GPF; and Assistant Superintendant, V. Hunt, also from the GPF.
Approval has also been granted for the participation in the Caribbean Use of Force Conference to be held in Jamaica from May 31 to June 2, 2017.
The conference will discuss a draft of a model Use of Force Policy for the Caribbean Security Forces as well as on ways to improve training and operation in Caribbean Countries, Minister Harmon said.
Deputy Superintendent Motie Dookie and Deputy Superintendent, Chabinauth Singh, both of the GPF will attend the Conference.
Harmon sated that since the coalition government came into office, capacity building within the police force has been on the front burner.
“We recognise that if the police force were to do good investigation; that they were to prepare cases to stand up in the court, it requires that quality of training.”
The retired Lieutenant Colonel, also spoke about mutual assistance from friendly countries in relation to the training of Guyana’s police force and the capacity building in the force itself.
He spoke about the Security Sector Reform Programme compliments of the United Kingdom and the ongoing survey of Guyana’s security needs.
The Minister pointed out, also, the recruitment of British Advisor to the Special Organised Crime Unit (SOCU) Dr. Sam Sittlington being a part of the UK’s assistance to Guyana.
