Dear Editor,
After reading Mr. Frederick Kissoon’s column, Saturday March 04, 2017 captioned, “An action of President Granger that went unnoticed”, I, as the WPA representative on the APNU negotiating team that discussed the proposals which led to the Cummingsburg Accord I feel obligated to speak on the issue of the Ministry of Agriculture that was raised in Kissoon ‘s column.
Mr. Kissoon cited Minister Raphael Trotman as saying, “…outside of Ministerial entitlements carved out in the Cummingsburg Accord, President Granger appointed three Ministers of his own” Kissoon claimed that according to Raphael Trotman, the three ministers that were appointed by President Granger were Noel Holder, Dominic Gaskin and Raphael Trotman.
Kissoon continued, “Thirdly, when the AFC and APNU sat down to look at portfolios, one would have thought it was logical for the two sides to opt for preferences. It was commonsensical politics for the AFC in discussions with APNU, during the drafting of the Cummingsburg Accord, to go for the Agriculture Ministry.”
As WPA’s representative on the APNU negotiating term, I am in a position to say that AFC, in the Cummingsburg Accord discussions did request and got the Agriculture Ministry in their block of ministries. I am in no position to address the issue of how names were decided on since that matter was not in our mandate.
