The Guyana National Bureau of Standards (GNBS) has completed the review and inclusion of proposed amendments to the legislation that mandates its activities.
Through its legal consultant, work commenced in 2012 to review the Standards Act of 1984 and its amendment of 1997 to make the legislation more supportive to the services provided by the National Standards Body to facilitate business growth and development, and ensure that the public is protected from sub-standard products and services.
With just a few, but crucial changes, the proposed amendments to the legislation will also address new developments which have occurred regionally and internationally since the last amendment in 1997.
These changes include the implementation of a National Quality Infrastructure (NQI) and the establishment, administration and operationalization of schemes of standardization and certification of commodities; some of which are ongoing, but need the legislative backing.
Activities which fall under the NQI that will be supported by the proposed new legislation include the certification of commodities, the auditing of management systems of businesses, the accreditation of laboratories, the provision of consultancy services and the training of business personnel to improve their efficiency and effectiveness in relation to standards and quality on the job.
Other proposed amendments to the legislation include the approval of minimum standards of local industrial products by inspection and testing of all such products; the use of technical regulations to protect consumers from danger in relation to health and safety, and the use of standards and technical regulations as prima facie evidence in any proceedings.
In addition, the amendments include the establishment of laboratories, the conduct of the verification of measuring devices used in trade, and the promotion of activities conducted by other institutions that are consistent with the Act.
During 2012-2013, the GNBS, along with a legal consultant, extensively promoted the content of the amended Act in Regions 2, 3, 4, 5, 6 and 10 and comments received were considered.
A final effort will be made by the GNBS to gather the comments and inputs of stakeholders when it conducts a public consultation on Wednesday, January 25, 2017 at 13:30 hours at the National Library, Georgetown. Importers, manufacturers, regulators and consumers are encouraged to participate in this session to provide their comments and inputs which may be included in the amended Act.
