Dec 31, 2016 Letters
Dear Editor,
It is with great wrath and consternation that I completely and unequivocally deny any and all allegations contained in a letter published in your letter column dated 30th December 2016, captioned “This Contractor Did Not Perform Why Retain Him”. The anonymous writer made reference to me and my time at NICIL and made incorrect references to my involvement in the 44 High Street Project.
I wish to state as a matter of fact, I was employed at NICIL before the construction of the 44 High Street Building, as a Properties Officer, a junior position at NICIL. My duties at the 44 High Street project was simply to attend internal and external project meetings, take minutes, and report same to my Supervisor, Marcia – Nadir Sharma.
NICIL hired a contractor, Kishun Bacchus Construction, to execute the construction aspect of the Project, while Orin Hinds and Associates were hired by NICIL and by extension, the then PPP government, to design, supervise and act as Project Managers of the 44 High Street works. The designer was Mr Marcel Gaskin, the Architects were Orin Hinds and Gary Holder, and the Quantity Surveyor for the first half of the project was Mr. Monty Marshall. The letter writer who accused me of wrongdoing was never employed on the said project, and was never a contractor at NICIL during my tenure. Kishun Bacchus was the sole Civil Contractor at High Street.
This Project was a tightly guarded secret, where even staff on the project team were excluded from some meetings. ALL major decisions were taken by Mr Winston Brassington and Marcia Nadir-Sharma, while complete supervision of this project was done by the Hired Consultant, Orin Hinds and Associates. These are untruths and dangerous lies carried by the ghost writers. This letter was a clear attempt by vestiges of the former administration, who still reside in positions of power and influence in the public sector, while continuing their victimization of those with a different view of life and public policy. It is clear I am a victim of political lynching by the remnants of a bygone era. I have served in the Civil Engineering fraternity for 21 years; with integrity, character and professionalism.
