Johnny’s back!
Johnny Welshman, the young man who accused the now Minister of Natural Resources Raphael Trotman of impropriety, is back. Welshman has done a name change, now presenting himself as William Eli Lockhart.
Kaieteur News was informed that Welshman, under the name William Eli Lockhart was offering legal services out of an office, located on the third floor of Sharon’s Mall. The company name is Legal Consultants and Associates, of which he is the Managing Director/Chief Executive Officer. The company is alleged to have been in existence since June 2014, with origins in Trinidad and Tobago and is offering services such as Legal referrals, Legal drafting, Affidavits, Power of Attorneys, Real Estate, Property Management and Asset Management.
Welshman/Lockhart claims that he obtained his Associate Degree in Corporate Law from the University of Central Venezuela. Checks were made on the official website of the University to validate his claim. Those checks revealed that the University of Central Venezuela, Faculty of Law and Political Sciences offers three types of law courses.
It offers Specialization, Master’s Degree and a Doctorate course. Under each course there was no listing for an Associate’s Degree in Cooperate Law.
Further checks were made with the Venezuelan Embassy here in Guyana, to ascertain the validity of Welshman/Lockharts accreditation. After looking at the documents, officials at the Embassy determined that the document was not valid.
It was noted that the seal on Welshman/Lockhart certificate is gold; however all Universities in Venezuela use a standard blue seal. In addition, an attorney who is employed by the Venezuelan Embassy, and who attended the same University, said her certificate is completely different.
In 2014, Welshman had accused Speaker of the House Raphael Trotman, now Minster of Natural Resource of sexually molesting him as a child.
Months after the allegations were made investigations were carried and a file was sent to the Director of Public Prosecutions (DPP) for advice. However, the DPP had advised the police not to institute charges against Trotman, who was at the time Speaker of the National Assembly. Trotman had always denied the allegations.
Last year, Johnny again was in the lime light. This time he found himself on the wrong side of the law- a mother had accused him of fleecing her of $40,000 by pretending that he was an attorney.
He pleaded not guilty to the charge after it was read to him by Magistrate Dylon Bess. He was placed on $25,000 bail.
