The Town Clerk Royston King is playing with matches very close to a huge store of potential energy. Almost every week he is recklessly attempting to set off a city-wide conflagration of riots and public order crisis with his arbitrary and what seems to be unilateral actions.
This time, accompanied by armed City Constables, he dictatorially and without prior notification, removed the Robb Street vendors. These acts are intrinsically provocative and are therefore very much risky, putting the City and its residence directly in the path of potential chaos. The City Constabulary is not equipped to deal with civil disorder, therefore the Police will have to step in to restore civility in any eventuality.
This is where the Minister of Public Security comes in. As the political figure with responsibility for domestic security and the police force, it is imperative that the Minister do something about the constant provocative actions of the Town Clerk. The Police Force has its work cut out already. Stretched thin in both human resources and equipment, they are barely managing to discharge their mandate of upholding law and order. The last thing they would need right now is a loose cannon in the form of the Town Clerk, running around stirring up unrest in the City.
It has not happened so far, but how far-fetched is it really to think of one of King’s operation to interfere with people’s livelihood going horribly awry? He has no knowledge of the complexities of keeping a City safe. In any threat analysis, his actions would feature prominently as a risk factor. There may be action plans for the threats of fire, accidents, flooding and other natural disasters, but is there one for the ensuing chaos of King’s recklessness? He must be reined in.
