– shipyard, heliport, fabrication services targetted
Guyana is readying itself for oil production in a big way with plans in motion to build an onshore facility to provide critical services.
Announcing the plans yesterday, the Ministry of Natural Resources explained that onshore facilities normally include shipyard, port facilities oil field waste disposal, oil spill response, electric power infrastructure, support and heliport facilities, platform fabrication support and numerous other services which are provided in keeping with requests from operators and industry standards.
According to the ministry, the facility will be built in a public/private partnership arrangement.
“The Government of Guyana is currently reviewing several locations as part of the consideration for the establishment of the facility that is expected to be established in collaboration with the private sector in a public/private partnership and in keeping with industry standards.”
The ministry said that the idea is to fully optimise opportunities for the country in the area of petroleum exploration and production.
The developments would come after US-owned ExxonMobil announced that it struck oil last year. A second well earlier this year confirmed that the find was considerable, with ExxonMobil now moving to start production by 2020.
Guyana is moving to place the regulatory environment as well as conduct training for staffers to deal with the oil and gas sector.
A number of countries have offered to help the country develop its capacity.
According to the ministry, it is working in conjunction with the Ministries of Public Infrastructure and Business, and it believes that the facility is a critically needed one, and is part of the raft of measures intended to ensure that Guyana keeps on the right trajectory in the development of the oil and gas industry.
“The development of onshore infrastructure is critical to the success of the offshore oil and gas activities, and it is expected that this logistics and supply base will be able to serve the sector as a whole.”
The ministry said that Government believes that as the industry continues to evolve early plans must be put in place to harness the synergies and benefits that will arise from this and other necessary infrastructure including, providing much needed employment to large numbers of Guyanese workers.
The private sector has called for the oil production to benefit local businesses in as much as possible.
Oil production in the ExxonMobil concessions offshore Guyana could see as much as 200,000 barrels of oil per day during full operations.
The oil exploration company had warned that local jobs will not be in the thousands by hundreds and it is the responsibility of Government to create the jobs from the spin-offs of production.
