More than three weeks after key legislation to establish a body to regulate public contracts has been approved, moves are being made to finally appoint the members.
According to the Office of the Prime Minister yesterday, the names of the members of the Public Procurement Commission (PPC) have been sent to President David Granger who will appoint them officially.
According to the PM’s officer, Clerk of the National Assembly, Sherlock Isaacs, has confirmed that the names of the Commission members have been dispatched to the President for appointment.
Those names are attorney-at-law Emily Dodson; CARICOM official, Carol Corbin; small business official, Sukrishnalall Pasha; educator, Ivor English and former Labour Minister, Dr. Nanda Gopaul.
The members were nominated by the Parliamentary Appointments Committee and were approved by two-thirds of the elected members of the National Assembly on August 8.
Under provisions of the Constitution, the President could only appoint members of the PPC after their nomination has been approved in the House, and by a two-thirds majority.
The PPC was a critical talking point leading up to the General and Regional elections in May 2015, when the David Granger-led APNU+AFC coalition unseated the People’s Progressive Party/Civic which had been in power over two decades.
The Coalition Government had vowed to establish the commission when elected.
The body would be key to eradicating perception of fraud and bribery in the awarding and management of state contracts. The establishment of the commission has been slated from since early 2000s. However, there had been one delay after another.
One of the key areas expected to be addressed by the commission when it is established is the ceasing of ‘no objection’ by the Cabinet for state projects and services.
Currently, Cabinet has to offer no objections for contracts over a certain amount.
