The 19th Biennial Delegates Congress of the People’s National Congress Reform (PNCR) continued yesterday at the Party’s Headquarters – Congress Place, Sophia, where a motion for the establishment of a resource centre for the preservation of works by former and future leaders of Party was passed.
The historic event saw some 625 delegates and 275 Observers from 140 groups attend.
During the first session, which was chaired by Party Vice Chairman, Dr. George Norton, a moment of silence was observed in remembrance of Party members who died over the last Biennium.
The General Secretary’s Report was delivered by Oscar Clarke, who informed Congress on the state of the PNCR, the work of the Party’s Secretariat and the major activities during the review period.
Addressing the signing of the Cummingsburg Accord on the 14th February 2015 between A Partnership for National Unity (APNU) and the Alliance For Change (AFC), the General Secretary said “our decision was a correct one and indeed is the correct one for the future of our Party and…..in spite of our differences, our coalition administrations have begun to work together to solve the myriad problems which we inherited”.
The General Secretary also informed the Congress about plans for the 60th anniversary of the PNCR which will be observed on the 5th October 2017.
It was announced that a Special Congress would be the centrepiece of the celebrations along with other activities at the central and regional level.
There was a plenary during the second period of the morning session. This forum was chaired by Party Chairman and Member of Parliament Basil Williams where the participants examined the Chairman’s welcome address, the Party Leader’s address and the General Secretary’s report.
The afternoon session of Congress was chaired by member of the Central Executive Committee, Mr. James Bond. This session examined Questions and Motions and Resolutions submitted by local and overseas groups of the Party.
The Congress began on Friday and will conclude today when the voting process is set in motion.
Nominated for the Chairmanship are Basil Williams, Robert Corbin and Volda Lawrence. Nominees for Vice Chairman are Dr. George Norton, Beni Rayman, Clement Corlette, Joseph Harmon, Aubrey Norton, James Bond, Dawn Hastings, Christopher Jones and Winston Felix.
Harmon who serves as Minister of State had bowed out of the race for the position of Vice-Chairman. His reason was that he prefers to concentrate his energy and time on Governmental functions rather than straddle as Vice Chairman.
Nominated for the two Vice Chairmen positions are Volda Lawrence, current Vice Chairman Dr. George Norton, Beni Rayman, Clement Corlette, Aubrey Norton, James Bond, Dawn Hastings, Christopher Jones and Winston Felix.
However, Christopher Jones who serves as Director of Sport has withdrawn from the race and has thrown his support behind James Bond.
Nominees for Treasurer are Ronald Bulkan, Larry London and Annette Ferguson. But according to Oscar Clarke, London has already indicated that he is not interested in running for Treasurer.
President David Granger, who is the lone nominee for Party Leader, has agreed to run for that post.
The Returning Officer is former Assistant Commissioner of Police and Attorney-at-Law, Michael Somersall.
