I write with reference to Kaieteur News article (K.N 4th Apri1,2016) in which Dr. David Hind is actually accusing Mr. James Singh (Commissioner of Forest) of “getting something in exchange for his silence and inaction” on Bai Shan Lin’s issue of being granted concessions.
According to the final analysis of the Forensic Audit done on the Forestry Commission “There is no clear evidence of malpractice by the G.F.0 Head”, which could constitute, initiating criminal charges. This is the findings of a Chartered Accountant who is qualified to pronounce on such matters and who criticized certain aspects of the granting of concessions to B.S.L by G.F.C.
My point here is that the granting of these concessions is not done solely by Mr. James Singh (C.O.F), rather it is done through a collective decision which has to go through the hierarchy of the Forestry Commission including the board. Also, since the Forest Act prohibits transfer of control/ownership of concessions without the approval of G.F.C, who are these “potential concessionaries” to whom these concessions should be reallocated?
Bear in mind that all these concessionaries have T.S.A. Also, since the Audit clearly states that there is no direct evidence to link the hierarchy of G.F.0 to wrongdoing which could cause criminal charges to be brought against them, I think Dr. Hinds owes G.F.C, especially Mr. James Singh, an apology. Further, I think Dr. Hinds should direct the question of “What was given to Mr. Singh for his collaboration and inaction?” with B.S.L from this incoming Government.
