Dear Editor,
It is with great outrage I pen these words primarily to speak about the abuse of power that is bestowed upon the staff seconded to the various organizations. This letter specifically targets the Honourable Minister, Mr. Raphael Trotman and the Permanent Secretary, Mr. Joslyn McKenzie of the Ministry of Natural Resources. It implores them to investigate the nature of jobs given to the staff assigned to the various agencies, the treatment doled out and the level of disrespect occurring simply because these individuals bear the title of Natural Resources employee. Not only have these individuals been treated atrociously and victimized, but also discriminated and conscientiously undermined.
They may be employees of the Ministry of Natural Resources but might as well be persons ostracized. After being placed, there are no follow-ups, appraisals, feedback and questioning of the transition or the placement at the various organisations. The level of nepotism suffered daily is overwhelming and have caused many to lose their enthusiasm. It is a constant fight to report to a job where your presence is unwelcomed and treated with utter disdain.
In many cases, the individuals placed there are expected to perform various menial tasks whereas the “seasoned staff” are given preferential treatment with duties which are, in many cases, poorly executed. In these incidents, the incompetent characters are met with a blind eye as it is preferred that these assignments be done by one of their own even though the seconded individuals are experienced, knowledgeable and qualified.
The ineffective implementation of these tasks can also be attributed to their unqualified and unprofessional natures. When the government is spoken of in a negative light, these are the individuals who epitomize and exemplify this allegation. Their attitude is an embarrassment and further increases the contempt the government staff faces. Even with this inefficient disposition, the directors grant openings for promotions whilst on the other hand, demotions for the competent Natural Resources staff.
This scornful attitude has become somewhat contagious as now the “seasoned staff” have adopted a similar demeanor; lording it over the “outsiders” using it as opportunities to disrespect them. This also brings to the fore the poor managerial skills of persons placed in authority. It highlights the gross inexperience these individuals exhibit.
A job is an opportunity to display skills and open prospects for learning but can only be achieved when this approach is mutual. Many tread a new path with a view to create change only to be greeted with derision and ridicule. This is exactly the attitude that needs to be eradicated if Guyana is to thrive and become the great country it rightfully deserves to be. I urge an immediate investigation into this matter.
