Dear Editor,
I feel compelled to reply to Kaieteur News’ recent report “GPL in quandary as Chinese-built submarine power cable remains down”, so people in Guyana could have a second opinion about what really happened to the submarine cable.
Please allow me to respond point by point.
1. Questions about the integrity of the cable laid by CMC
The Report questioned if the cable was buried at least three meters under riverbed as stipulated by the Contract. The fact is as follows:
– Both GPL and the Engineer had gone great lengths to ensure that the burial depth was achieved when the operation was carried out in March 2012.
– The depth measurement device was calibrated and verified by representatives from all three (3) parties.
– Laying the submarine cable was carried out on section by section basis. Only the log sheet printed by the depth measurement device was signed off by the representative of the Engineer before we could move on to the next section.
2. Concern about the quality of the submarine cable
The submarine cable was put into operation since December 4, 2012 and abnormality has never been detected. As far as we know, the cable was damaged during the dredging operation in the evening of July 12. The non-service of submarine cable has nothing to do with the quality of the cable.
3. GPL has withheld over US$4M from CMC
This is simply untrue and a sensational fabrication by Kaieteur News.
4. CMC may be awarded for another major GPL Project ($3.8B Power Distribution Project)
This should be the real reason why our company was repeatedly framed by Kaieteur News.
5. Conclusion
Kaieteur News has put itself on the highest moral ground in Guyana. Hence it should observe the basic principles of reporting, and truthfulness is one of the basic principles. Regrettably this is not the case when it comes to the reporting about our company, and it looks more like ‘one lie is repeated over a thousand times, and the lie becomes truth’.
