I have been reading a lot about the controversy surrounding the “Old Age Pension”.
The Minister was quite clear that anyone who contributed to the ” National Insurance Scheme” is not affected. Perhaps the media should clarify this more so that all Guyanese residents over the age of 65 would know that by Law they were given this benefit.
It is most unfortunate that the misguided Guyanese who reside in various countries around the Globe and make periodical visits to Guyana think that qualifies them to collect this “OLD AGE BENEFIT”, they are not. By all means if you paid into the N.I.S. the minimum necessary 1500 contributions you are entitled and should all things being equal collect until we pass to the great beyond.
Now I want to suggest that we should change the Law that allows Guyanese receiving N.I.S. to also collecting the “Old Age Pension.” That is the main subject of contention. Just think of it there are wealthy Guyanese who are collecting this “Old Age Pension” through no fault of their own but because it is in the Law. Perhaps it is time for Parliament to reintroduce the means test.
I know that there will be an up-roar at this suggestion but just think about it my fellow Guyanese for one moment. This will make available much more funds to those Guyanese living in Guyana (not those residing overseas) who are in need. Come on Guyana it is time that we take care of our less fortunate over 65 mothers and fathers, brothers and sisters. Thank you, Mr.Editor for allowing me to express my thoughts. Love to you all.

There ought to be no more confusion on this issue after all the clarification provided. OLD AGE PENSION is for Guyanese, 65 and older, residing in Guyana. If you are a Guyanese, 65 or older, lived overseas and then return to live in Guyana full-time, you will qualify for OLD AGE PENSION AFTER TWO YEARS LIVING IN GUYANA.
NIS PENSION is for Guyanese, 65 or older, regardless of where they live. If they love overseas, however, they must furnish a LIFE CERTIFICATE, notarized and recognized by a Guyana Consulate responsible for that country. This must be done twice yearly.
There is no need to amend any law; just apply it evenly and ensure clients are informed and educated so they wouldn’t be misled and throw hissing fits.
A question posed to me by a telephone friend is:
WHEN DID THE PAYMENT OF OLD AGE PENSION START IN GUYANA [BRITISH GUIANA]?
Emile and /or Editor…..if you know, perhaps you add that info here.
Ovid Holder…. not 1500 contributions as far as I know.
It was 750 when the NIS was set up.
I am not aware that it was changed to 1500.
Are you sure?
The maximum contributions were set at 50 per year at the start of NIS, which meant that after 15 years contributions, one qualified for a pension.
Can you recheck your figure please?
