Chairman of the Finance Committee of the Georgetown Mayor and City Council, Oscar Clarke, told the media at a press conference, yesterday “I have no apologies to make to anyone; I getting like Mr. Harmon.”
Clarke was among members of the M&CC who recently visited Mexico and Panama in connection with a parking meter project. The group included Mayor Patricia Chase-Green, Town Clerk Royston King, and member of the Finance Committee Junior Garrett.
The team held the press conference at City Hall to clarify issues which developed over the past few weeks. As was expected the issue of the parking meters was at the centre of the forum.
Clarke made the assertion while justifying the protocols which he and the team would have followed thus far on the project. The statement made by Clarke mirrored those used by the Minister of State Joseph Harmon in October 2015 while he was defending salary increases for Ministers of Government.
Clarke’s expression alludes to the fact that the culture of governance which is practised by members at the helm of political leadership, specifically the executive government invariably influences the type of governance practiced in the lower levels of government.
Clarke said that signing the agreement showed the investors that the City was indeed serious about implementing the parking meters around Georgetown.
Over the past few weeks, many sentiments were expressed in the media about the said project and the processes used to solemnize it. There was no consultation with the residents neither was the project allowed to undergo a bidding process.
The Finance Chairman told the gathering that the only way they could have gone to do the physical verification, was by signing the contract back in November 2015. He informed that the sponsorship of the trips by National Parking Systems and Smart City Solutions was part of the contract they entered into.
According to Clarke, it would have been unethical for the contingent to use the finances of NPS to go on the verification trips having not signed the contract.
Clarke said, “We didn’t have any money; we had no money to put into this project; we had to sign onto this project. If we had not done that, we would not have been invited by the company to go and check these systems.” (Murtland Haley)

If there was competition in the form of tendering for this contract NPS could not have hold the city at ransom forcing them to buy a pig in the bag. What would have happen if when you reach those countries things are not what you wanted. Secondly, somebody is distorting the issue, I do not see where Mr. Duncan is trying to deny the city from increasing its revenue base or from installing the parking meters. My understanding is that he is demanding the proper system be followed and there be transparency. Is that too much for the second in charge of the city to be asking for?
