Given the weaknesses in financial systems at the National Frequency Management Unit, forensic auditors
from Ram and McRae, Chartered Accountants, have recommended a number of drastic changes and reforms that are needed for improving the entity.
The auditors said that as the telecoms sector is liberalized and modernized, next generation mobile networks will need more spectra, which would result in increased revenue. The auditors said that based on discussions with management, they identified a number of measures that should be implemented.
The forensic auditing team said that officials at the NFMU should reduce and regularize the number of unlicensed spectrum users, increase surveillance capabilities to identify unlicensed spectrum users and boost the process of regularizing them, increase collaboration with Agencies such as the Guyana Geology and Mines Commission (GGMC), the Guyana Forestry Commission, the Guyana Defence Force and the Guyana Police Force.
They said that this is necessary to address unlicensed spectrum usage in the interior of Guyana. The forensic auditing team also proposed that the NFMU officials increase collaboration with the Guyana Revenue Authority (GRA) regarding the importation of radio communications apparatus.
The auditors also emphasized the need for the NFMU to improve on its debt collection. They noted that this includes phone calls, written warnings and seizure of unlicensed apparatus in cases where all other efforts fail.
The team from Ram and McRae said that NFMU should also seek to establish additional payment centres/options to facilitate easier and faster means of paying fees, especially for Licencees living outside Georgetown.
With regard to the organizational structure, the forensic auditors recommended that NFMU establishes a proper reporting line with the concerned Minister; appoint a Board of Directors, revamp the structure of the Unit, enhance the technical capabilities of the Unit and ensure that current organizational objectives are met. They also called for the entity to prepare for the passage and operationalization of the Telecommunications Act.
