Dear Editor,
Could someone tell me the real purpose and utility of the City Constabulary of Georgetown? Yesterday just two blocks away from their Bourda Outpost, a Wakenaam businessman was killed after being by robbed a gunman on Regent and Alexander streets. According to reports, the businessman had just exited a city store located at the corner of Regent and Alexander streets when he was attacked by two gunmen, one of whom was armed with a firearm.
The men reportedly cornered him and demanded a bag containing an undisclosed amount of cash as he exited the store. However, the man resisted and a scuffle ensued between him and the bandits during which he was shot to the chest. It took a licensed firearm holder who was in the vicinity at the time to respond by firing several shots at the suspects who managed to escape.
Not a single constable was in sight, nor did they come to investigate the incident. In fact, when some of the alarmed vendors ran to the outpost to report the incident, they found a number of terrified Constables cowering in fear in the station and refusing to come out.
The sad joke about this is that Town Clerk Royston King in announcing a six -point plan that he outlined for City Hall for 2016, highlighted plans for the establishment of a special elite squad in the City Constabulary Department to lend support to the Guyana Police Force in fighting crime. Further he expressed his intention to expose these Constabulary officers to local and overseas training, now that he has given them a fleet of new vehicles and the requisite tools and equipment including a state of the art radio communication system.
It would have been funny had it not been such a serious matter. Why are they involved in traffic management when they can’t provide basic protective services? What is the purpose of their much touted Bicycle Patrol? They can be seen cruising in the most remote parts of the city either joyriding or harassing home owners about a little sand left outside their premises or other building material. They should be in the business area, as the main advantage of using a police bicycle is stealth. Everyone is looking out for sirens in the distance and preparing for police cars to roll up. However, unless the bad guys are covering all access points with lookouts, the police bicycle can sneak in through what would ordinarily be considered inaccessible vehicle entry points. Surprise is a game changer because it reduces the ability of those being surprised to react. Note these bandits are using CG motorcycles to avoid traffic.
Bicycle patrol officers are able to place themselves in the mix sooner than officers in cars and pickups, who have to find a place to park, shut down, get out of the vehicle and walk to the scene. Since time to contact is decreased, it makes it harder for suspects to get rid of evidence, plan an escape, or create a bedtime story when asked what was going on. Why is City Hall not using this Bike Patrol more effectively?
