Region Four Chairman, Genevieve Allen, has called on the newly elected chairpersons and their deputies to be leaders and provide efficient services to their communities.
Yesterday, 15 chairpersons and their Deputies were sworn in to lead the 15 Neighbourhood Democratic Councils (NDCs) within Region Four. They were elected at the recently concluded NDC elections held on March 18.
The chairpersons are Neemawatie Baldeo, Atamdeo Persaud, Maureen Philadelphia, Ramnarine Rupnaraine, Forbs Deon Abrams, Ayube Mohamed, Leyland Harcourt, Zaman Shaw, Audrey Abrams Thomas, Mohamed Hafeez, Rudolph Adams, Peter Abai, Vickram Outar Bharrat, Dwarka Nauth and Dinesh Singh.
The deputies are Nancoomar Persaud, Ajay Chowti, Wendy Vieira, Mark Mahase, Walston Martins, Bhagwantie Moungla Dass, Constance Kellman, Jagnarine Singh, Clifford Zammett, Ramesh Persaud, Robin Francis Motayne, Azeez Kissoon, Clemsford Arlington Belgrave, Naitram Nihal and Aaron Grant Stuart.
Allen told the elected persons that the NDC is responsible for making policies in keeping with the prescribed laws that govern NDCs. She asked them to pay keen attention to the Local Democratic Organ Act of 1980- Chapter 28:09 and the Local Government Act- Chapter 2802.
“Your Overseer is responsible for the day to day administration of the office. That person will also assist in the execution of the council’s decisions. The Overseer is responsible for the receipt and expenditure of the finances of the Council and for the presentation of a financial statement to the Council,” Allen pointed out.
She explained that the NDCs are responsible for providing efficient services such as sanitation, garbage disposal, ensuring that roads and dams are in good repairs and that there are clean burial grounds.
According to the Chairman, the percentage of rate collection is not exceptionally high. She urged them to come up with programmes to reach persons and to encourage them to pay their rates and taxes.
“Revenue collection is very important and for your communities to be developed, both your entity and the residents must work together. You, as the Local Government Authority within your area must become au fait with your boundaries.”
