Dear Editor,
Local Government elections are to be held on March 18, 2016. I urge all eligible, Guyanese Voters to go out and cast their votes.
The state of affairs in our Capital City is a horror story and the administration that ran the affairs of the city for the past twenty two (22) years could be described as anything but good or competent. Lack of change and renewal over a long period of time has caused some councillors and staff to believe that they have a divine right to be there. Both parties (PPP/C and PNC/R) are guilty of gross neglect and failure. So finally we, the citizen, have a duty to get rid of the old and corrupt and put in its place a young, energetic leadership. The time for young people to shine is now and I urge voters to vote for a New Young Team. The campaign for LGE seems low key and a lot of established party candidates, who carry political baggage, are very quiet. Voters should take note of their silence.
The cleanup campaign at present is the usual election time gimmick, having neglected the city for over thirty years and with no plan and programme of maintenance. It was only or matter of time before the rut to stepped in. The corruption and incompetence are stamped all over this administration. Here is a tip of the iceberg.
The City Constable runs their own show. They control all the vending on the sidewalk.
They allocate spots and collect bribes for themselves. The Junior ranks are the collector and enforcer and they have to report and share with the senior ranks who are their protector. Any new vendor or citizens who get in the way are dealt with harshly and even place before the Courts.
Second on the list of bribe collectors are the revenue officers. The system of revenue collection is so bad that the City Council loses approximately 30% of all revenue collected on a daily basis. This information was given to me by a former revenue collector. A random check would reveal that around 30% of vendors do not have receipts.
The Treasury has had its fair share of fraud, over the years. The latest being when a former employee got millions of tax payers dollar that he was not entitled to. The City Engineer Department is so corrupt that several Commissions of enquiry have failed to change the culture and practice of that department and it is business as usually.
I am sure that the present City Administration gas broken and continue to break most of the laws and provision of the Municipal and Town Council Act Chapter 28:01, Local Government Act of 1977 Chapter 28:02 and the recent Amendment in 2015.
The New leaders and their Administration should pledge to the people, once elected, to be transparent, lawful and above all accountable. So come on people, it is time to get rid of the old and rotten and welcome the New and Clean.
