I write to you in response to your article published on the 8th. March 2016, titled ‘New prison out of the question at this time – Ramjattan.’ Not only may a new prison be out of the question at this time as Mr. Khemraj Ramjattan states, I would argue more to the point that a new prison is not the answer to the problems we currently face. Why build a new prison when you can’t effectively run the ones you already have?
Mr. Ramjattan, what is needed is the absolute necessity that you ensure that the constitutional rights of the prisoners are fully met at all times. Basic human rights are being breached throughout the entire justice system. There are innocent people in prison as we speak. Also, there are people serving longer sentences than fit their crime. These should be areas of concern for Mr. Khemraj Ramjattan. Also, regulations need to be implemented allowing trials to be carried out more efficiently. At the very least, there should be sufficient evidence before charging an individual with a crime.
It may do Mr. Ramjattan some good to focus on his job of being the Minister responsible for public security, rather than worrying about the media or the likes of the “chattering class” and what they might have to say. Mr. Ramjattan, you are responsible for public security and should work in the best interest of your Ministry and at whatever cost as public security remains priority in any government and thus, costs need to be met accordingly.
For Guyana to be able to enforce any type of positive change, it is of absolute necessity that the entire justice system is cleaned up. Mr. Ramjattan’s rather pessimistic mood will not help in finding the solution. We need positive and definitive leadership. You need to step up and do your job Mr. Ramjattan, and stop looking for excuses.
We need to fix problems on Guyana. Problems such as the high unemployment rate. Lack of job opportunities is no doubt a factor in why some young people end up in prison. What about single parents? How can they afford to feed their children? How will we find ourselves in a better financial position to build a new prison, should we in fact need a new one?
Mr. Ramjattan, my advice to you would be to sort out the existing problems which face our justice system. Make sure prisoners are given their constitutional rights at all times. Stop worrying about what you cannot do because of what you think the media or the “chattering class” may have to say and do your job in a positive and definitive manner serving in the best interests of the people of Guyana.
