President David Granger has dismissed claims by the Peoples Progressive Party/Civic Opposition
to the effect that Speaker of the National Assembly, Dr. Barton Scotland, is biased.
The President was firm that he has confidence in the integrity of Dr. Scotland. He said that the PPP is “just doing what an opposition does.”
Several opposition Members of Parliament have been criticizing the Speaker calling him, “disgusting, bias and partisan”
President Granger said, “I do not think he has been partisan, I think the opposition is doing what an opposition does. No matter what happens in the National Assembly the Opposition would find something to complain about.”
Granger pointed to the fact that the Opposition criticized his government when it cleaned up the City. “They said we were wasting money; you have a flag raising ceremony; the opposition stays away and criticizes it. That’s what an opposition does.”
Granger told reporters, “I think the Speaker of the National Assembly is very mature and experienced. He is a member of the legal profession. He is aware of the Standing Orders (of the House) and in matters that he might be unfamiliar with, he consults the Clerk of the National Assembly who is very knowledgeable.”
Granger said that he has all confidence that the Speaker is not violating any Standing Order or law.
“Complaints from the opposition are expected but I do not see any evidence that the Speaker has breached any regulation or Standing Order.
Opposition Chief Whip, Gail Teixeira, had delivered a feral blast against Dr. Scotland. She claimed that he failed to uphold the Constitution of Guyana when he allowed the passage of the Tax Amendment Bill 2016 in the National Assembly, despite the lacking of a majority vote from government.
She equally expressed grave concerns over the manner in which the House Speaker continues to address Opposition Members of Parliament.
“We are extraordinarily disturbed by the Speaker’s process of decision-making and reactions to the Opposition Members, we find it disrespectful and belittling the way he speaks to our MPs, including the Leader of the Opposition (Bharrat Jagdeo),” Teixeira related.
First time Parliamentarian, Nigel Dharamlall, took to his Facebook page last month criticizing the Speaker. He said, “You (Dr. Scotland) will go down as the most disgusting Speaker in the last 50 years.”
