Cabinet has agreed to the reconstitution of the Prerogative Board of Mercy and the appointment of the members of its advisory council, Minister of Natural Resources Raphael Trotman stated during the post -Cabinet press briefing at the Ministry of the Presidency, yesterday.
Minister Trotman explained that the board is statutorily appointed to provide guidance to the President on the implementation of capital punishment. The life of the previous board came to an end on June 30, 2015.
Cabinet agreed to the appointment of the following persons as members of the advisory committee:
Chairman- Attorney General (AG) and Minister of Legal Affairs Basil Williams (as prescribed by law the board is always chaired by the AG)
Vice President-Minister of Public Security Khemraj Ramjattan is the other Minister on the Board. The members are Commanding Officer of the Legal Force Division of the Guyana Defence Force, Major Melissa Stuart; Attorney-at Law Chanderwattie Persaud; Journalist Bert Wilkinson; Medical Practitioner Surendra Singh and a representative of the Minister of State.
The Secretary is Treaty Officer, Ministry of Public Security, Hermella Gladstone.
The Committee will serve for a period of three years from February 1, 2016 to January 31, 2019.
