Councilors of the Mon Repos/La Reconnaissance Neighbourhood Democratic Council (NDC) are disappointed that the long-awaited abattoir will not be completed before they leave office. And they are blaming the situation on the non-cooperation of a few senior staff of the NDC who they say are bent on frustrating the council’s work for their own benefit.
Outgoing Chairperson, Annette Dass, is particularly disturbed, especially since the finance for the project has already been secured.
Speaking in the presence of another Councilor, Dass disclosed that the NDC has set aside $8M collected from market fees, for the project.
Dass said that the council had made budgetary allocations for the abattoir since last year. It was only waiting on some clerical work to facilitate the project, which is to be done by the acting overseer of the NDC. However for some strange reason, the clerical work is being held back.
“That was since November. We went; we had the inspection of the site for the abattoir. We asked the overseer to just write a letter to get the okay from the relevant ministry…This is four months now and we can’t get that letter,” Dass said.
“We could have already started that abattoir. We have the money, we don’t have to ask the government for the money,” she added.
According to Dass, the abattoir is very necessary, since many meat vendors at the Mon Repos Market have resorted to slaughtering animals, including sheep, on the market tarmac itself, posing a grave health risk.
Residents in the adjacent houses have complained of the stench left by the dumping of carcasses in the drains around the market.
This newspaper had previously observed animal fetuses in the drains and was prompted to contact the then Regional Chairman, Clement Corlette, to have the situation rectified.
Corlette had ordered an immediate cessation to the slaughter of animals at the market. However this practice has resumed in the absence of a nearby abattoir.
Mon Repos butchers have complained of having to travel all the way to Buxton, Nabaclis or Mahaica to the east or Georgetown to the west, to slaughter their animals.
Dass claims that the situation with the delay of the construction is being encouraged by two officials of the Regional Democratic Council.
She said that she wanted to make it clear, since she is not seeking re-election at next month’s Local Government Elections, that the NDC is being left in excellent financial status.
“I hope when I leave, whoever takes over will ensure that all the funds we have been able to secure for the NDC is put to proper use for the benefit of the people of the villages covered.
