In an effort to ensure that legal matters are expedited in a timely manner, the Judicial Service Commission (JSC) has appointed a Magistrate to sit in Court 12 of the Georgetown Magistrates’ Courts.
Magistrate Allan Wilson will now be presiding over that court which has been without a Magistrate for some time.
Wilson is no stranger to the courts since he had presided in two of them in the city before he was transferred to the Matthews Ridge Magistrate’s Court.
Court 12 will be hearing matters one week per month.
Just last year, Magistrate Wilson was said to overstep his authority when he granted bail in the sum of $750,000 to murder accused, Neville Chandrawattie, in the Matthews’ Ridge Magistrate Court. But the bail was immediately revoked after the prosecutor sought the intervention of then Chief Magistrate Priya Sewnarine-Beharry and the Director of Public Prosecutions (DPP).
Chandrawattie, of Lot 33 Sparta, Essequibo is accused of killing his employer, Darran Chanmangra, on April 21, 2007. Chandrawattie, also called Sunil, made headlines in November, 2013, after he was named the mastermind who skillfully orchestrated a $93M gold heist in Port Kaituma from the El Dorado Gold Trading Company where he had worked for years.
At present there are 12 courtrooms with 10 sitting Magistrates. Chief Magistrate Ann McLennan sits in Court One. The Chief Magistrate has the authority to allocate work amongst the courts and to transfer any cause or matter pending before any court to any other court, having jurisdiction to entertain such cause or matter, so as to ensure expeditious disposal of such work, cause or matter, and to relieve congestion of the work in the courts.
Courts Two and Four are without Magistrates. However, Magistrate McLennan presided over Court Two until she was appointed Chief Magistrate last October, following the appointment of Former Chief Magistrate Priya Sewnarine-Beharry as High Court judge. Magistrate Judy Latchman sits in Court Three; Magistrate Fabayo Azore sits in Court Five; Magistrate Dylon Bess presides over Court Six, which hears matter twice weekly; Magistrate Renita Singh presides over Court Seven which handles traffic related matters; Magistrate Faith McGusty sits in Courts Eight and Nine; Magistrate Alex Moore sits in Court Ten and Magistrate Annette Singh presides in Court Eleven.
Magistrate McLennan, Latchman and Fabayo are handling some high profile matters including that of PPP Parliamentarian Jennifer Westford and her ex-assistant Margaret Cummings. Dr Westfrord and Cummings are currently before the courts for an alleged $639M fraud at the Public Service Ministry. They are also facing charges of attempted larceny and forgery in relation to the transfer and purchase of eight state vehicles.
There is also the case of Police Sergeant Leon Lindo who is before the court for allegedly conspiring with Lennox ‘Two Colours’ Wayne to murder businessman, Mohamed Khan. And that of the murder of political activist, Courtney Crum-Ewing who was gunned down on March 10, last at Diamond, East Bank Demerara among other cases.
