The recent allegations by a “television reporter” about irregularities and illegalities in the Guyana Police Force require intervention at the level of a Commission of Inquiry or an audit into the operations and administration of that organization. If nothing is done the government runs the risk of overseeing a joke for a police force. As a long-serving member I am pained to hear, see and read of the unprofessional and corrupt behavior of my colleagues. We would like to know the findings of the investigations into Assistant Commissioner Balram Persaud’s vehicular accident. Editor if it was found that speed was the cause of the crash then Balram Persaud must be surcharged the cost of replacing that cost to the taxpayers of this country.
Another thing that the TV reporter’s allegations have unearthed is the possibility or very high probability that the jail is occupied by many persons who should not have been charged in the first place. This perception is fuelled by a belief that a very senior officer is close to a member of the DPP’s staff, and it is in that officer’s interest to have as many recommendations for charges to be laid even if it means innocent persons will be incarcerated. The result is that the force looks good because of the number of “suspects” charged regardless if the prospects for conviction are slim to non-existent. The rampant picking up of “known persons” as suspects in certain depressed areas is reminiscent of the adage of “giving a dog a bad name and hang him.” We need to get back to doing real investigations.
Editor it is no use hiding the truth when it is widely known that we are only talking reform but there is no real intention on the part of the current police administration to go anywhere near that condition. Reform for them means the eradication of all that is corrupt and unprofessional, something they are clearly not ready for while they remain in control of the organization. The exclusion of the Strategic Management Department’s personel from the meetings to discuss the performance of the organisation in implementing its strategic plan is further evidence of arrogance and all-powerfulness on the part of the force.
Certain officers must always be seen as the persons who have all the ideas and other viewpoints are not encouraged unless you are among the favoured few. An audit will highlight all that is wrong with us or we will continue to exhibit rottenness to our core. I for one am totally fed up with the existing state of affairs where my colleagues view female recruits and even in-service ranks as a pool from which they can stock their private harems. We need to regain the respect among our ranks and eschew the narrow-mindedness and disrespect that prevail. I wish that the government could insist that the police administration craft a succession plan instead of accepting empty rhetoric from that body on the issue.
