To us laymen, it may seem as if the brouhaha about police promotions is all about nothing but if we were to take the time to speak to a few insiders we would understand the machinations that at\re ongoing in the administrations of the police force. First of all it defies logic that a former treason accused would reach the rank of second in command of the GPF. Treason is a crime against the State regardless of which party is in government.
A letter writer equated the injustice meted out against Simon McBean with the travails of David Ramnarine. We come to the balls that the Police Service Commission seems to have recently felt for itself when only at the last promotions it did not recognize that a lot of senior officers were superseded by those with less service and experience although they had no disciplinary or integrity strikes recorded against them. Maybe Editor you might wish to ask yourself why Leslie James did not receive the level of support as Crime Chief that Blanhum is getting as a far junior officer in the rank than many others. I believe that the PSC has awoken albeit a bit late from its slumber.
For the Commissioner to ask the PSC to show where in the Police Act speaks about qualifying examinations is an exercise in disingenuousness. The police standing orders system that is conveniently used, addressed that issue quite adequately. The number of supersessions which alarmed the PSC seems a little too late when a similar issue occurred without comment during 2014.
Incidentally the rank in charge of station when a suspect was burned at an East Coast location and who is related to a very senior officer and was promoted is again tipped for promotion. What does this say about the fairness of the system? For the GPF to ask the PSC to establish criteria for promotion is an exercise in futility since it is the GPF which must say what areas should be looked at. The number of courses participated in should not be a factor. The current Commissioner is reputed to have the most overseas courses under his belt but that is certainly no guarantee that he was the best pick for the position. It is not too late for a poll to be conducted among the senior officers.
I think a thorough look needs to be taken into the strategic placement of officers of a certain type which has taken place since the current Commissioner took office. Again it is my belief that the PSC is taking the correct approach in this entire matter and it is only left to time to see how things play out. There needs to be a more in-depth look at how the GPF is managed and how optimally all departments are functioning.
