As the row over the contentious police promotions continues, the Guyana Police Force is accusing the
Chairman of the Police Service Commission of misleading the public.
In a statement issued yesterday, the Force said that the PSC Chairman was incorrect when he made the statements that a rank recommended for promotion is on retirement leave, and that a few ranks recommended were interdicted from official duty.
The Force stated that a perusal of the list of recommendations for promotion that has been submitted to the Service Commission was conducted yesterday.
The perusal has found that all Officers, Inspectors and Sergeants recommended for promotions are performing duties currently, “which means that the Chairman of the Police Service Commission misled the public when he made the statements that a rank recommended is on retirement leave, and that a few ranks recommended were interdicted from official duty.”
The PSC had explained that a Special Meeting was convened on December 21, last, after Members of the Commission observed a number of inconsistencies on the list provided by the Commissioner of Police.
The commission had that it also found several ranks recommended for promotion did not pass the Appropriate Qualifying Examinations (AQE) in keeping with Chapter 16.01 of the Police Act; and ranks that recommended for promotion are not on the Seniority List.
The PSC stated that it was also observed that there were over 250 supersessions on the provided List.
But the Guyana Police Force countered by stating that the Police Seniority List is just a list of all the ranks in an order that shows who is senior to whom.
“Should promotions be based on seniority alone then there would be no need for recommendations, since all that would be required is to promote the most senior rank to fill the vacancy,” the police said.
It also reiterated that the Police Act Chapter 16:01 makes no mention of Police Appropriate Qualifying Examinations.
Meanwhile, the Force has gone ahead and announced a preliminary junior rank promotion list.
The list is made up of persons between the ranks of lance corporals and sergeants.
The remainder of the list of junior ranks promotions will be announced when the vacancies are created with the promotion of senior ranks.
The PSC Chairman had written to the Commissioner of Police informing him that the promotions will be announced on or before February 23rd and not in January as is customary.
