It was not Kaieteur News that said that it will investigate NICIL when the PPP departed office. It was not Kaieteur News that said that NICIL had to go because it was acting in contravention of the law by failing to pass its revenues through the Consolidated Fund.
It was APNU/AFC that said these things.
So what has happened to all the commitments made by APNU/AFC on the campaign trail?
It was not Kaieteur News that said it will investigate corruption. It was not Kaieteur News that promised that once in office corruption would be rooted out and those culpable will be brought to book. It was APNU/AFC that said these things.
So why it is that after seven months, there has been little movement on these issues?
It was not Kaieteur News that established a State Asset Recovery Unit (SARU). The establishment of this unit was based on the presumption that the PPPC government had pilfered billions of dollars which were stashed away somewhere and which needed to be returned to the coffers of the State.
So why is SARU not yet recovering billions of dollars? Why is this Unit not even empowered to prosecute persons who may have pilfered from the government?
SARU is operating with one hand, the hand of investigation. It is one-handed swordsman. The other hand, the prosecuting arm, has not been established because SARU is a toothless poodle. It has mash mouth. Its bark is stronger than its bite. In fact, it has no bite.
What sort of masquerade is playing out? SARU should be pointing in the direction of the pilfered billions that it says exists.
Those employed by the unit should not be worrying about house lots for government officials being sold below market value. All government house lots are sold below value.
What SARU needs to be doing is finding out where the monies came from for some of the fancy houses that are on the lands they are investigating, and if they find that it was pilfered from government they should investigate.
If SARU continues to indulge in an academic exercise of claiming that lots were sold below market value and that those who benefitted from these lots should be charged, then by implication all owners of government house lots would be liable to charges, because all government house lots were sold below market value.
It was not Kaieteur News that launched forensic audits into a number of agencies, including NICIL. It was the APNU/AFC which did this. They called the audit forensic audits.
A forensic audit is not supposed to say that so and so sums are not accounted for. This is the job of an ordinary audit. A forensic audit – and some $133M has so far been spent on these audits – is supposed to find the money. A forensic audit is supposed to trace the money, not simply ask questions about the money.
It was not Kaieteur News that promised jail time for those involved in corruption. It was APNU/AFC that promised this. Some officials in the government were loud in their assertions that persons will be jailed.
What has happened? APNU/AFC is floundering, or as some would say, it is fiddling while those whom they believe have milked the treasury of billions, are on their way to greener pastures.
