I am a newspaper vendor. I have being supplying the Guyana Police Force “G” Division with newspapers over a period of many years. The Divisional Commander’s Office, The Police Training School, Suddie Police Station and Anna Regina Police Station have being receiving this service. Over a period of seven years, I have been delivering newspapers on a daily basis and at the end of the month; I submit an account for payment. The Finance Division of the Guyana Police Force would process the account and send a voucher for me to sign and receive payment in “G” Division.
Unfortunately, I have not been paid for the months of April, May, November and December 2012 until sometime during the month of September 2015, when I received the sum of twenty-five thousand six hundred dollars ($25,600). I enquired about the balance of fifty-six thousand four hundred and six dollars ($56,460) and was told by the Commander of “G” Division and some of his staff that I cannot access the outstanding balance because the sum is placed on LIABILITY.
Sir/Madam, I do not know what is meant by placing the money on LIABILITY. Honestly, I am not interested in knowing about it all I know is that I supplied the Police in “G” Division during the month of April, May, November and December 2012 and was eventually paid $25,600 and there is an outstanding balance of $56,460. What I would like to know is when I will be paid? Recently, I received information which suggests that the handwriting of the then relevant official of G Division appeared on the voucher which was falsely attributed to me.
Further, he eventually uplifted in the sum of $25,600 when the unholy transaction was discovered. It is important to note that this rank was the G Division officer during the period on non-payment who was authorized to pay me. I am of the opinion that something about this simple transaction is not right and needs to be investigated. I am also of the opinion that an effort is been made to cover up this affair in an effort to save some member or members of the Guyana Police Force. My major concern however, is that I am paid the balance that is outstanding settlement further delay a small newspaper vendor cannot afford to lose $56,460.
