Dear Editor,
On November 16, 2015, writing under the name of Donald Alexander, someone apparently in pursuit of a personal agenda, wrote a letter titled: “Many things are not right at the Board of Industrial Training”. It is patently obvious from the content and tone of the letter that the writer’s intention was to malign the current CEO/Secretary and certainly not to identify or objectively suggest improvements in areas of operation of the Board of Industrial Training (BIT)
Normally, such mischief may be ignored; however, if they are left unchallenged they may attract credence rather than condemnation from those who actually know better. I therefore feel obliged to set the record straight by underscoring the fact that neither the CEO nor any other staff member of the BIT acts independent of the Board’s policies, procedures and directives nor is he/she beyond the supervisory oversight of the Chairman and Directors of the Board. (It is interesting to note how quickly the mischievous letter-writer moved from the misleading title of his missive when s/he wrote: “for the past three years the malfunctioning had begun when the previous administration favoured a young woman to head the department as the CEO/Secretary”; this was quickly followed by a ‘sexist’ or ‘anachronistic’ attack when s/he wrote: “ I don’t feel that she can differentiate between one type of machine from another” and that she was “employed through connections and not qualifications”.
It is sufficient to note that the current CEO/Secretary is eminently qualified as per the job specifications and the selection process which involved a selection panel comprising of the Vice Chairman and other Directors on the Board. It is to be noted that the Vice Chairman, Mr. Nowrang Persaud is a Professional Human Resource Practitioner with both local and international experience including the Chairman and members of the BIT.
The mischievous letter-writer also cast aspersions on the programmatic achievements over the past three years (coincidental with the tenure of the current CEO/Secretary). I say without any hesitation, and the records will confirm these assertions, that BIT’s achievements in the last three years were as good even better than any previous period. For example: the average annual Apprentice Certifications in the immediate past 3 years was 77 while in the 3 years prior to that it was 55; Shorter-term training programs in the Engineering, Electrical, Building Construction, Forestry and allied trades in all the Regions of Guyana increased from 1097 in 2013 to 1652 in 2014; in the past three years, 4 additional Companies were added to the list of approved Masters accredited to implement traditional long term Apprenticeship Programmes.
Furthermore, the current CEO/Secretary has successfully implemented systems into BIT which have improved accountability and governance; she has the unqualified support and confidence of the Board and myself as Chairman.
