It is a criminal offence for young children to be walking on the roads and selling items to people, according
to Director of Child Care and Protection Agency (CC&PA), Ann Greene.
The CCPA Head made this comment after it was brought to her attention that a child, no older than eight years old, would usually be selling plantain chips at nights on the Kingston seawall.
The little boy, according to a person who knew him is from Bare Roots, East Coast Demerara (ECD), would be out on the seawalls almost every night.
Kaieteur News was able to ascertain that he would usually take a bus and travel to the location to sell. When all of his eatables were sold, he would take another bus and journey back home. Sometimes, the minor would be out at the seawall until midnight.
It is understood that his mother would be at home taking care of his smaller siblings.
Greene said that it is child exploitation and it should not be happening.
“Someone has him selling out there, and that person is benefiting. That is child abuse; that is how it becomes child exploitation,” the CCPA Head stressed.
Greene said that the mother could have gotten a caretaker to look after the children and she should be selling, not her underage child.
“That little boy should be in bed sleeping so the following day he can prepare for school,” Greene told this newspaper.
Kaieteur News was told that parents could be charged for allowing their children to sell on the streets.
“When you buy, you are part of the exploitation. The community is the ears and eyes of the agency,” Greene stressed while urging members of the public to report these types of exploitation.
Child abuse or exploitation is the physical, sexual or emotional maltreatment or neglect of a child or children. It can occur in a child’s home, school or in the community where the child lives. There are four major categories of child abuse – neglect, physical abuse, psychological or emotional abuse, and sexual abuse.
Greene said that if any child is being abused then the police or the agency must be informed.
With respect to children selling on the streets or on the country’s roadways, Greene said that the public can inform the nearest police station and the agency as soon as possible.
“The police can pick up the child or children and bring them into us,” Greene informed.
