City hall employees who are members of the Guyana Local Government Officers’ Union can anticipate an eight per cent increase in their salaries from January 2014.
This agreement to grant the increase in wages was reached after rigid deliberations between union representatives and the committee set up by the Council to address wages negotiations.
President of the GLGOU Dale Beresford had proposed a 12% increase in wages for members of his union. However, the negotiating team did not agree to the union’s proposal, and consensus of 8% was agreed to by the two sides.
Beresford in his presentation, said that the union considered the constraints under which its members operate, and the fact that the Council benefits from the services of officers who are well qualified.
He noted that the average Officer has a diploma from the University of Guyana. Beresford said, “Many employees discharge their duties with competence and diligence and often work beyond the call of duty”.
He noted that the proposal of the union is premised on inflation, the financial constraints of the Council and the slowdown of the country’s economy. The union president noted that he was happy that the Council did not breach the International Labour Convention on Bargaining for wages and salaries for employees.
The Chairman of Council’s negotiation committee, Oscar Clarke said that increased wages and salaries are not the only benefits an employee receives. He further noted that negotiations must be done holistically taking into account the performance of the economy.
Clarke stated that wages and salaries are not the only expenditures of the Municipality. He posited that even as the union bargains for increase wages, Council must receive value for monies.
Town Clerk Royston King said that Council is working at a different pace. He explained that the Council is at a juncture where it demands excellence.
King said, “The union has a responsibility to implore its members at all levels to improve their service to the Municipality and the Citizens in general.”
The Town Clerk and the Union President have agreed to sign a Memorandum of Understanding to address the training and information needs of the employees in social areas such suicide prevention and domestic violence.
Beresford noted that these social issues have a negative effect on the work force and can adversely affect production. The Union and Administration of the Council agreed to use the Guyana Local Government Officers Ground and Hall for sports and staff training, respectively.
Wages negotiations for 2015 are scheduled to commence before the end of the year.
