The Federation of Independent Trade Unions of Guyana (FITUG) has expressed grave concern over the appointment former judge, Claudette La Bennett as Chairperson of the Trade Union Recognition and Certification Board (TURCB).
FITUG stated on Wednesday that, more than five months into its rule, the David Granger administration is already “self-inflicting serious damage” to its touted labour-friendly status and adherence to regulatory morality, and to the industrial rule of law.
The trade body pointed out that the procedures for the appointment of the Chairperson and members of TURCB are clearly laid out in the Trade Union Recognition Act (TURA).
The act, FITUG argued, makes it clear that the board will consist of seven members, each appointed by the Minister after consultations with the most representative organizations of workers, the most representative organizations of employers.
‘Three members appointed by the Minister on the nomination of the most representative organisation of workers; three members appointed by the Minister on the nomination of the most representative organisation of employers.”
FITUG said it is surprised that despite being the most “verifiable most representative organization of workers” in the country it was not consulted over the appointment of La Bennett.
The body explained that the previous board expired at the end of June.
With TURCB mandate to deal with all vital matters related to trade union recognition and ultimate certification as the official bargaining agent, in keeping with employees’ preference, it is expected that the legal transparency would have attended such an appointment.
“No such courtesy was extended to the FITUG whose thousands of membership dwarfs any affiliations the Guyana Trades Union Congress (GTUC) can claim.”
FITUG said it is now left to wonder just who will constitute the board’s next six members as it should be consulted before such appointments.
“There are extremely vital matters now pending for the still-to-be-appointed Board’s consideration and urgent transparency with regard to its re-establishment (which) is crucial to labour movement democracy, the majority worker organization is contending.”
