Another Commission of Inquiry (COI) has been established, this time into the Public Service, in a bid to determine measures for improving aspects of the welfare of Public Servants. Wages and salaries, wage structure for different levels of Public Servants and the age of retirement will form part of the Commission of Inquiry.
The directive to bring the COI on board was issued by President David Granger. The Commission will consist of Professor Harold Lutchman as the Chairman, with Sandra Jones and Samuel Goolsarran as the other Commissioners.
According to the Legal Advisor to the Ministry of the Presidency, Geeta Chandan-Edmond, the response to the notice has been overwhelming. The general public has been calling in and emailing the Secretariat with statements of their experiences in the Public Service.
As the persons making submissions will be drawn from the public, she pointed out; the process would be guaranteed impartiality.
The terms of reference of the COI state that it is to inquire into, report on, and make recommendations on the role, functions, recruitment process, remuneration and conditions of service for Public Servants.
The Commission is also expected to determine measures to improve how efficiently Public Servants discharge their duties and classification of Public Servants is done. There will also be a detailed examination of how the salaries and wages are determined.
The Commission is expected to have a life of three months, with the possibility of re-applying should the Commissioners feel the need for more time.
The tentative start date for the COI is September 18 and the Public hearings, which the general public can attend and make oral submissions to the Commissioners for improvements of the Service, will be conducted at the Secretariat Building of the Public Service Ministry on Waterloo Street.
The Commission secretariat has also put out notices asking for these submissions to be emailed to [email protected] or forwarded to the Secretariat’s address.
Granger had promised the establishment of the COI into the Public Service on June 8, last, during the 92nd anniversary of the Guyana Public Service Union (GPSU).
Noting that the present Government will set a higher standard for Public Servants to meet, the President had also announced the commencement of a Public Service Staff College (PSSC) through which all potential recruits will have to pass.
He had also promised that while this was being done, the current training division of the Public Service Ministry would be upgraded. However it is understood that Critchlow Labour College, on Woolford Avenue, will house the PSSC.
Chairman of the Commission, Professor Emeritus Harold Lutchman, is a former Vice- Chancellor of the University of Guyana and was recently chosen to head the A Partnership for National Unity/Alliance for Change (APNU+AFC) list of Candidates heading into the General and Regional elections.
Besides Lutchman, the Commission is also made up of Samuel Goolsarran and Sandra Jones. Jones is no stranger to Commissions, as she has been a Commissioner on the Guyana Elections Commission (GECOM) since 2012. She is a Human Resource Management and Organizational Development Specialist.
