The new government has paved the way to take control of the key parliamentary committees.
By way of motion, the coalition government, A Partnership of National Unity and Alliance for Change (APNU+AFC), has changed the composition of the four sectoral oversight committees to reflect its parliamentary majority.
The change came even as the Opposition, the People’s Progressive Party/Civic (PPP/C) continued to boycott the National Assembly.
While in Opposition separately as APNU and the AFC, they used their combined majority to change Standing Order 86 (2) to provide for them to occupy four of the seven seats on the Natural Resources, Economic Services, Foreign Relations and Social Services sectorial committees. The remaining seats were occupied by the governing People’s Progressive Party/Civic (PPP/C). The opposition had argued that since Guyanese had given them (APNU and AFC) the majority in the National Assembly, they should control the committees. In the 10th Parliament, it was the combined opposition that had the majority.
As she rose to present the motion on Thursday, Minister of Social Cohesion, Amna Ally, pointed out that the Standing Order 86 (2) no longer represented the new government majority.
She proposed seven-member committees where four spots are occupied by Government, and three from the Opposition to be nominated by the Committee of Selection. Further, Ms Ally proposed that both the Government and Opposition shall be elected to appoint one alternate member for each committee.
The motion was supported by Minister of Governance, Raphael Trotman. In brief remarks, he said that the motion comes at a time when the government with a clear majority must be recognised.
Trotman, who was the Speaker of the 10th Parliament, said he was happy that the motion could have been passed without any rancour and corruption.
The motion was passed without opposition.
