– Jinnah Rahaman, Naith Ram in; Seeraj, Badrie Persaud out
Government has announced the full Board of Directors slated to take charge of the Guyana Rice Development Board (GRDB), for the period from July 1, 2015, to June 30, 2016.
The Board will have Claude Housty as Chairman, while Nizam Hassan, who has been appointed the acting General Manager of the State entity, will sit as an ex-officio member of the Board.
Missing from the Board is Badrie Persaud, who was a candidate for the People’s Progressive Party/Civic (PPP/C) in the just concluded National and Regional elections and was formerly the Head of Guyana Oil Company (GuyOil). Persaud was also a Director of the Guyana Sugar Corporation (GuySuCo) Board.
Dharamkumar Seeraj, who is currently the General Secretary of the Guyana Rice Producers Association (GRPA), is also off of the Board of Directors.
During his tenure on the board, he had held the position of Vice Chairman. A candidate also for the PPP/C in the elections campaign, farmers at one point were clamoring for his removal from the GRDB board.
The Board of Directors will comprise Dr. Peter De Groot of the Millers’ Association; Rajindra Persaud, also from the Millers Association; Jinnah Rahaman, Co-Chairman of the Rice Action Committee; Naith Ram, of the Essequibo Paddy Farmers Association; Leakha Rambrich, President of the Guyana Rice Producers’ Association (GRPA); George Seales, of the Consumers Association; Dr. Oudho Homenauth of National Agriculture Research Institute ; and John Tracey, CEO of Guyana Bank of Trade and Industry (GBTI); in addition to Ricky Roopchand; Rajdai Jagernauth and Cecil Seepersaud.
The 13th spot belongs to the General Manager of GRDB, who will sit as an ex-officio member of the Board. Nizam Hassan has been appointed acting General Manager of the GRDB, replacing Jagnarine Singh who, after fifteen years, tendered his resignation amid a forensic audit, which is still ongoing and is being conducted by Hinds and Associates. It is understood that Hassan was named as the General Manager since July 20.
The announcement of a new Board was made by the Minister of Agriculture Noel Holder at the National Rice Industry Conference, which was held at the Arthur Chung Convention Centre, Liliendaal on Monday.
It also follows on the heels of a massive shake up of state entities including the Guyana Sugar Corporation (GuySuCo), Guyana Power and Light (GPL), Guyana Oil Company (GUYOIL) and National Insurance Scheme (NIS) by the new administration. The boards for these entities have also been announced.
Claude Housty is the former General Manager of the Guyana Rice Export Board, and is taking over at a time when the entire GRDB was overhauled by the administration over the alleged misuse of state funds, especially the PetroCaribe fund, which the APNU+AFC announced was in an empty state upon assuming office.
The new board, according to Holder, comprises representatives from among the farmers and millers, in addition to consumer representatives and officials from the Ministry of Foreign Affairs and Trade. Holder went on to indicate that the Ministries of Finance, Agriculture and the legal fraternity would also feature on the board.
