In his first address to the Council since his appointment, newly installed Town Clerk, Royston King, read from the Bible which was presented to Council in July 1889.
“Except the LORD build the house, they labour in vain that build it: except the LORD keep the city, the watchman waketh but in vain,” he read.
It was on this premise that the Town Clerk said that Georgetown had been hailed the Garden City of the Caribbean. However, through circumstances, some beyond its control, the Council faced issues which led to its physical and moral decay.
But as Town Clerk, King promises that he will work assiduously to ensure the integrity and morality which once characterized City Hall and Georgetown Mayor and City Council, (M&CC) is restored.
King’s words were greeted with applause from members of the Council present at the statutory meeting, yesterday.
The Town Clerk expressed thankfulness to members of the Council, whom he said had reposed confidence in him. He told the gathering that he expects the full support and co-operation of the Council and Government during his tenure as Town Clerk.
“At City Hall we are organizing ourselves as an unbeatable team to adequately serve citizens of Georgetown and beyond,” King said to cheers of approval from his colleagues. He added that within the next few months, City Hall will go through a series of changes. He briefed the Council on the major improvements, he has planned for City Hall.
Among the items on his agenda, the Town Clerk said is acquiring funding from the Kingdom of Norway under the Low Carbon Development Strategy,(LCDS) to improve the environmental practices in the City.
King said that he believes that the Municipality has a major part to play in helping the nation adapt to climate change; hence he has taken steps to ensure funding for works to be conducted by the city.
The Town Clerk also noted that there is a broad range of changes he intends to pursue.
The plan, he said, includes the help of stakeholders including the religious community, the private sector and civil society.
“These stakeholders are very important. They are critical to the development and improvement of the city,” King said.
The Town Clerk said that there are major shifts as steps are taken to make the Council a more economically viable one.
One such area, King said, will be in the collection of taxes. He explained that the Council will be taking steps to adequately collect environmental, property and other taxes.
These monies, he stated, are critical to Council operations and the improvement of the city.
“Over the past 15 years, the Council has not been able to collect adequate property taxes… There have been extensions on buildings around the city, including Banks and new buildings erected. The Marriott Hotel is one for example …,” King added.
