Mr. Editor, indeed things are not regular in the Public Service. We voted for change and with the change in Government, expectations were high that serious changes would have been made, especially at all the senior level in the Public Service.
The previous government has vulgarized the Public Service by placing its cronies in almost all the senior position. With the appointments of those persons, they assisted greatly in destroying the Public Service where victimization and discrimination was the name of the game.
I have been informed that at the Public Service Commission, a number of irregularities have occurred within the last six to eight weeks.
An engineer from the Ministry of Public Infrastructure who is closely associated with the former President Mr. Ramotar and who was a candidate for the PPP/C at the just concluded elections was fired sometime last year from the Ministry of Public Works. Apparently after the PPP/C lost power, this engineer went back into the system and fixed himself back on the job and even got promoted by the Public Service Commission. The Secretary of the Public Service Commission is
claiming that he was not aware of the dismissal.
Now Mr. Editor, this engineer was dismissed from the Public Works Ministry by the Permanent Secretary. A copy of that dismissal letter would have been sent to the PSC. An investigation should be launched to find out where that letter is.
But more so, the said Permanent Secretary from the Ministry of Public Works sent a letter of resumption for the dismissed engineer to the PSC.
There is another issue, the Chief Regional Development Officer from the Ministry of Local Government had resigned sometime in 2005 to take up the post of acting Permanent Secretary in that same Ministry. He was later appointed on contract at the Ministry of Health as Regional Coordinator in 2010.
According to information received, his contract will be expiring soon and since he is not certain of it being renewed, he has opted to go back to the Ministry of Communities as CRDO, which is a pensionable position. According to information, this move has been facilitated by the Secretary of the Public Service Commission, whereby the Secretary of the PSC has place unofficial documents in his file to cover his movements from the Ministries of Local Government to Health and back to the now Ministry of Community.
What is of more concern is that this Officer, while being employed and paid by the Ministry of Health, was working at the PPP headquarters Freedom House between 2014 and up to the elections.
There may be much more than this, but an investigation will certainly bring them all out.
