In light of a no-confidence motion tabled against her, by the Georgetown Mayor and City Council, (M&CC), Acting Town Clerk Carol Ryan Sooba has been officially fired from the post of Town Clerk (Ag).
In a letter dated July 1, 2015, which was circulated yesterday, the Ministry of Communities, formally informed Sooba that her services as acting Town Clerk of City Hall will no longer be needed.
According to correspondence, Minister of Communities, Ronald Bulkan, informed Sooba that by the virtue of the power vested in him, “at Section 116 (1) of the Municipal and Districts Council’s Act 326 (4), of the said Act, your appointment as Town Clerk (Ag) is revoked effective from July 7, 2015.”
While the document failed to mention any particular reason for the dismissal, Minister Bulkan had expressed his intention to act on the Council’s no -confidence motion, shortly after taking office.
In May, the controversial acting Town Clerk left the Municipality, amidst votes of no–confidence by the Council and cheers from members of the public.
She had been sent on administrative leave by the M&CC, to facilitate an investigation into alleged misappropriation of the Council’s funds, some of which included waiving of $27 million in interest for a property in Georgetown without the knowledge and fiat of the duly elected Mayor and City Council; the payment of fees to an Attorney in excess of $1 million, for extraneous matters, not approved by Council.
Sooba’s initial appointment as Town Clerk had been fiercely objected to, with critics claiming that she was not qualified for the position.
She had been accused of being placed within the Council by the then ruling People’s Progressive Party (PPP) to hinder the Council’s administration.
In response to Sooba’s dismissal, Mayor Hamilton Green noted that the council will finally be able to carry out its functions without the usual hindrances.
Mayor Green noted that with the help of the former Government and Local Government Minister, Sooba brought the Council to the brink of ruin.
“We can finally exhale. Ms. Sooba’s tenure here has been nothing less than demonic…she has been in violation of all our rules,” he said.
Asked whether, Sooba will be returning to her substantive position as Legal Officer at the Council, Mayor noted that “she is not even qualified for that post.”
As such, the Mayor said, “Now we have seen the back of Ms Sooba and the previous administration the Council can move forward with the work of restoring the city.”
Mayor Green, however expressed the likelihood that the council’s Public Relations Officer, Royston King, will fill the vacancy of Town Clerk.
