Former Auditor General, Dr. Anand Goolsarran is set to launch another of his books on Friday, this time zeroing in the issue of public accountability.
Goolsarran, who is a Public Financial Management Consultant, said that the book launching of “Public Accountability at the Crossroads: The Guyana Experience” will take place at the Pegasus Hotel under the auspices of the Transparency Institute Guyana Inc.
“The book is a collection of articles that I authored. The articles were published weekly in Guyana’s independent newspaper, the Stabroek News, under the theme “Accountability Watch” during the period June 2012 to December 2013,” he said in the invitation to the launching.
Most of the articles deal with issues relating to governance, transparency and accountability and have a direct bearing on the work of the legislature.
In October 2012, Dr. Goolsarran unveiled another book, “Improving public accountability- Guyana Experience 1985-2007”.
Goolsarran, who served 15 years as the Auditor General from 1990, has been known to be outspoken. In addition to several critiques of public projects, he has written about the non-confirmation of public officials. He has also argued that the previous government’s accounting systems were too centralized and bureaucratic, and needed change.
Goolsarran has been retained by the coalition Government to carry out a number of audits in key areas such as the Marriott Hotel and the National Industrial and Commercial Investments Limited (NICIL).
