The Guysuco Commission of Inquiry recently named by the Coalition government needs to be bold and I think the members have the capacity to have the forward thinking vision which understands that Guysuco is not going to survive with sugar as its main product being offered for sale.
Also success for Guysuco in the context of all of Guyana’s capital spending needs implies private sector funding to ease the burden on the government. If the Commission does its work well long term Guysuco bonds could be an attractive investment for Guyanese in the Diaspora and other investors.
Privatisation of Guysuco with the government retaining a 20% stake is also an option that needs to be in the discussion. Guysuco cannot survive as Guyana’s employer of last resort. The Commission would have to ignore the mostly empty noise that is going to come from the PPP.
The government has to speak to all the stakeholders in Guysuco directly and not through the filter of the PPP. When/if the PPP begins behaving in a grown-up manner it could bring good ideas to the table but the government cannot wait on that party as it goes forward in doing good for all Guyanese.
