BK International is apparently not pleased with recent comments by Minister of Communities Ronald Bulkan in relation to the construction and operation of the Haags Bosch Sanitary Landfill (HBSL).
In fact, BK has lambasted the comments and is calling for a retraction from the Minister.
Earlier this week, Minister Bulkan was reportedly dissatisfied with the ongoing operations at HBSL. Among his concerns were underperformance of the landfill and the alleged missing of deadlines by the contractor.
However, BK lashed out at these concerns and removed itself from any wrongdoing.
According to the company, while HBSL is reportedly underperforming, it is in fact performing above expectations. BK said that HBSL was intended to process 6,000 tonnes per month but is now processing the equivalent of 15,000 tonnes per month.
BK further said that while Bulkan claimed work was being done to remedy the situation at HBSL, this was “completely untrue”.
“Since the Minister’s initial visit, there have been no interventions of any kind from him or his Ministry,” BK claimed.
BK maintained that the site was meeting operating standards and any postponements which occurred would not be on its head. Instead, it said, the company was held up by constantly having to wait for designs which needed to be signed off by the supervising consultants and the Government of Guyana.
BK said that, along with meeting the required standards, BK had also erected buildings and paved roads, things which had been seen by Bulkan and a delegation during an impromptu visit to HBSL.
Meanwhile, BK raised its own concerns over the non-payment for service. According to the contractor, payments for more than a year have been outstanding but work nonetheless continues.
“BK has not been paid since June 2014 but continues construction and operations, handling more than twice the intended volume of waste arriving at the HBSL.”
Even more egregious is the fact that the Ministry has failed to observe a clear order of Court mandating that BK be paid interim payments for its monthly operation of Haags Bosch, clearly having no regard for the rule of law.
“We respectfully call on Minister Bulkan to retract these statements and finally settle all of BK’s outstanding claims.”
The HBSL is the main component of Guyana’s Solid Waste Management Project. It was financed by a 2007 agreement between the Government and the Inter-American Development Bank (IDB). BK International was awarded the contract in November 2009.
