– Retired cops, former Army captain appointed
The Police Complaints Authority now has its own team of investigators to probe complaints against police ranks.
Chairman of the Police Complaints Authority Justice Cecil Kennard disclosed that three retired policemen and a retired Army captain have been appointed as investigators.
He identified them as Senior Superintendant of Police (Ret.) Fred Caesar; Chief Inspector (Ret.) Sidney Charles; Police Inspector (Ret.) Gladwin Hercules; Guyana Defence Force Captain (Ret.) Cecil Ramnarine.
They were appointed on April 1.
“My investigators will do investigations and if there is evidence, persons will be charged,” Kennard said.
Justice Kennard said that the Disciplinary Forces Commission, set up in 2003, had recommended that the Authority have its own investigators.
“Last year, (former Home Affairs Minister) Rohee had asked my opinion (on this) and I had said that this matter is pending for a long time. I have been pressing for this for several years.” He said that the number of investigators may increase as time progresses.
Kennard had explained some time ago that prior to having its own investigative team, each complaint had to be forwarded to the Commissioner of Police for an investigation and report, and that this often took some time.
Where a complainant has not heard from the Police Complaints Authority after lodging a complaint, he/she should get in touch with the Police Complaints. He/she would then be informed of the status of the complaint.

The Police Complaints Authority cannot deal with a matter where a complaint has not been lodged with it.
The Police Complaint’s Authority can only entertain complaints against members of the Guyana Police Force from the ranks of Assistant Commissioner of Police to a Constable.
