People Progressive Party/Civic Prime Ministerial hopeful, Elisabeth Harper, in an interview to update Guyanese in the diaspora throughout the United States and Canada on the upcoming May 11 General and Regional Elections, indicated that her party intends to reveal a 15-point plan to revive Guyana’s failing criminal system, if re-elected to office.
During an interview conducted by Dr. Rudy R. Jadoopat in the New York-based ITV Studio, on Friday last, Harper explained that the “15-point plan” will be outlined when the ruling party unveils its manifesto.
According to Harper, the plan for crime will be introduced “to professionalise and help the police force to become more professional”. She said that the essence of the plan is to ensure that there is “sufficient training of the police, equipping of the force, ensuring the force is more responsive [by having] quicker response time to 911 emergency calls, and community policing.”
These, according to the Prime Ministerial Candidate, are the key areas which the party will be looking at with respect to fighting crime. However, Dr. Jadoopat interjected to highlight the fact that most of the measures Harper listed to tackle these “key areas” of crime, have been in place for many years, but are not functioning under the current administration.
To this, Harper responded, “we are looking at strengthening the systems that are in place” and will be “adding new systems as well.” To further address the issue, Harper said that the ruling party intends to increase the numbers within the police force.
However, no mention was made as to increasing police officers’ salary, which former Commissioner of Police Winston Felix, outlined as one of the primary reasons that police are not cracking down on the upsurge of crime in Guyana.
Felix made this statement early last month, when he explained that there is urgent need for police reform in Guyana. He said that the root of the problems facing the police force, are poor salaries, poor police standards, and poor facilities, coupled with the fact that the efforts of Home Affairs Minister Clement Rohee to reform the force will never be effective, since they did not deal with the real issues in this regard.
At a forum held by the Guyana Women Roundtable, in collaboration with Guyana National Youth Council, at the Theatre Guild, Parade Street, on Monday, APNU+AFC presidential hopeful, Brig. David Granger, also lamented that police officers are underpaid, and are therefore not sufficiently incensed to perform their duties.
Harper however expressed unwavering confidence in her party’s intended strategy to combat crime, by what she referred to as its dedication to create a “safer, more secure and more stable Guyana.” She went on to say that in achieving this vision, the PPP/C also plans to strengthen the justice system, so as to address the issue of backlog of cases in the court.
