Commissioner-General of the Guyana Revenue Authority (GRA), Khurshid Sattaur has criticized the Guyana Chronicle for a story carried Monday under an article titled ‘Auditor-General knocks GRA over sloth in investigation’.
The tax chief, in a strongly worded statement, said that the reporter, Vanessa Narine, sought to give the impression that the GRA is stymieing the investigations of the Auditor General’s office as it relates to the re-migrant scheme.
“At no point in the article did the Auditor General, Mr. Deodat Sharma, attack the GRA for the slow pace of the investigation. Rather, he indicated that there were issues which have hindered the speedy delivery of information, while noting that the investigations will be completed shortly.”
The Chronicle report claimed that repeated calls to the Commissioner-General for a comment on the matter have gone unanswered.
“It must be pointed out that there is no record of such calls being made enquiring about this specific matter or any request for information relative to the issue at hand. Additionally, it should be noted that the GRA is not in a position to comment on matters of this nature since this is an ongoing investigation under the purview of the Auditor General’s office.”
GRA insists that it is not the agency tasked with the responsibility of granting remigrant status. “However, once such status is granted, the GRA acts accordingly. Recently, specific decisions in court cases of this nature have mandated that the agency be guided by the law and not by policy which states that a person must own and show prior usage of vehicles and that this should be in excess of six months.”
GRA pointed out that it is tasked with monitoring the concessions to ensure they are being used for the purpose intended.
“Through its Investigative Section, the agency checks on persons who have been granted re-migrant status to ensure they are compliant and have not requested such status in an effort to defraud the state.”
