Dear Editor,
A letter in your Sunday’s edition (February 15) was brought to my attention. The author, a “Umar Saied” made reference to issues concerning (i) the Interim Management Committee and (ii) the “REO’s authoritarian behaviour”.
I am sure that the Chairman of IMC is able and capable of providing all adequate information pertaining to the functioning of the Neighbourhood Democratic Council, be it Construction of Culverts or The Resource Centre at Byderabo inclusive of the computers etc.
However, please allow me to comment on the expenditure of “One Million Dollars spent on a private individual business” as alleged.
1. The sum ($1M) was made available by the Ministry of Culture, Youth & Sport for the development of a public recreational park for the residents of Bartica on a plot of land.
2. The Regional Administration was tasked with the responsibility of ensuring that the allocated sum was properly expended for the stated purpose.
3. All financial regulations were adhered to, inclusive of Regional Tender Board award where necessary. The following were provided: Six Fibre-tec 6’ Benches, One Fibre-tec See-saw, One Fibre-tec play slide, One Metal “A” Frame with 2 – fibre-tec swings attached.
Additionally, a wash room facility comprising of a trestle, water tank and sanitary ware fittings were installed.
The $1.5 M road construction that was referred to as “never saw completion” was the subject of a previous letter by “Umar Saied” about three years ago.
This project, like all other projects that are undertaken by the Regional Administration was inspected by the Engineers of the Audit Office. There were no adverse findings.
Finally, it is important to note that over the past three years this Administration expended budgetary allocations as follows : 2012 – $ 1.411 Billion; 2013 – $ 1.515 Billion; 2014 – $1.620 Billion
All expenditures were executed in keeping with fiscal and other relevant regulations. Our performance is subjected to high levels of scrutiny by:
1. The Ministry of Local Government & Regional Development.
2. Office of The Budget – Ministry of Finance
3. Accountant General – Ministry of Finance
4. National Procurement & Tender Administration
5. Office of the Auditor General.
Further, Procurement of Goods and services is effected through a transparent process that includes: (i) Public Advertisement; (ii) Tendering; (iii) Public Opening of Tenders; (iv) Evaluation of Tenders; (v) Awarding of Projects/Purchases.
The Regional Tender Board is a five-member body, appointed by the National Board and has representation from the Regional Democratic Council and the Accountant General’s department.
