My NIS life certificate was determined to be invalid because my signature on it, did not match what NIS has on record. This has caused NIS to cease payment of my old age pension until the situation is corrected.
The life certificate was signed by a bank manager (guarantor). I have a real problem with this questionable pronouncement by the claims department. A guarantor is a de factor representative of NIS and by affixing his/her signature on the document, is saying unequivocally that all the information that appears on the form is true and correct.
The guarantor is implying that he knows the old age pensioner; that the old age pensioner appeared in front him/her; that he signed his name on the document in his/her presence; that he/she voluntarily agreed to sign as a guarantor?
So to invalidate a life certificate only on the basis of a marginal difference in the old age pensioner’s signature, with what NIS has on file, becomes a subject for debate.
I shared this scenario with a practicing Barrister & Solicitor at his office, and he said that such decision by any person is reckless, irresponsible and reversible in a court of law.
He went on to say that in his 30 years or more practice in criminal and family law, he has never heard about such incident and suggested that a more holistic approach must be taken, when any document is being validated.
As persons age, they lose some control over the finer muscles of their fingers and have problems manipulating small objects such as a pen/stylus.
Also, this incapacity affects their ability to reproduce several signatures with an equal level of precision in repeated trials; and this also applies, to individuals who have challenges using their hands.
In other words, there will always be marginal variations in the configuration of aged persons’ signatures. Is this an acceptable way to reward the author, who has contributed to NIS for approximately 32 years of his working life in the public sector?
It is my hope that the NIS board of directors, Dr. Roger Luncheon; the General Manager and supervisor of the claims department will look into this type of matters and ensure that there is a fair and just validation process. Isthis another ploy by NIS to withhold legitimate old age pensioners their hard earned pensions?
