What initially seemed like a herculean task a few months ago has now progressed to an achievable goal and members of the Guyana Football Federation (GFF) Normalization Committee are highly optimistic that their hard work will bear fruit and restore local football to an amicable state while formulating a document that establishes a common ground between the local situation and FIFA’s expectations.
This much was intimated to the media yesterday afternoon when journalists were summoned to a press conference at the Olympic House, High Street Kingston by the principals of the Normalization Committee.
The head table was shared by head of the NC, Clinton Urling, CONCACAF Director of Legal Affairs, Marco Leal and FIFA’s Head of Associations, Premo Cavaro. Mr. Urling admitted that the tasks meted out to the Normalization Committee to regularize football operations are indeed arduous but the five member group are pressing ahead to reach the stipulated deadline later this year (September).
He said that works have been progressing steadily apace and was all inclusive. “All member associations were asked to submit proposals following which we will convene for further examinations and discussions,” the NC head intimated.
Señor Corvaro expressed satisfaction at the work of the NC and said that it is good for the development of the sport. He said that he is very optimistic about the development of the sport even as he pointed out that the culmination of the revision of the constitution will minimize the volume of crises and disputes.
The FIFA executive also said that the NC will attempt to find common ground between the statutes of the local constitution in keeping with the expectations of the World football entity.
Señor Corvaro confirmed that FIFA’s expectations are pretty high and at the end of the process expects the establishment of several important implementations.
These include the promotion of gender balance and a balance of membership while taking arbitrational issues into consideration. He also said that the final draft would be disseminated to the GFF membership for ratification following which the document would be presented to Congress for adoption.
Señor Leal concurred with Corvaro but cautioned that the local team would need broad based support to enhance the sport. He noted that the results of the just concluded international friendly encounter between Guyana and Barbados in that country highlights the volume of work that has been done over the preceding months.
However, the FIFA official warned against complacency saying that the work has only now begun. Meanwhile, the principals of the NC are eying September month end for the culmination of activities but made it clear that FIFA reserves the right to extend the mandate if the need arises.
Mr. Urling summed up the proceedings by informing that FIFA will be dispatching a six man team to Guyana to assess the strength and weakness of the GFF before a final pronouncement. “This is an all inclusive process and all are involved,” Mr. Urling replied when asked if there was a special committee of lawyers and other professionals to oversee the enactment of the requisite statutes.
The NC was appointed by FIFA to conduct local football affairs following failed efforts by the Christopher Matthias administration to hold Electoral Congresses on two occasions. The Committee had intimated plans to engage all stakeholders, including the affiliated associations to help improve Guyana’s football.
The other members of the NC are Tariq Williams, Dr Karen Pilgrim, Stuart May and Rabindranauth Chandrapaul.
