There is much speculation surrounding the next person likely to fill the position of Commissioner of the Guyana Election Commission (GECOM) given the recent resignation of Dr. Keshav ‘Bud’ Mangal.
One official said to be up for the position is former Chief Election Officer, Gocool Boodoo.
Asked to give his take on this matter on Friday at his press conference, Opposition Leader, David Granger opined that it would be a great disappointment if such were to be realized.
He said that for the time being, he is not aware if there is any law preventing the appointment or if one would be broken by him being allowed to fill the post. He added that he would have to seek advice on the matter.
“Normally there is a time gap after which persons are allowed to, particularly those holding high governmental offices, and engaged in the type of partisan work that Mr. Boodoo is likely to engage in and it’s a matter of conflict of interest and we will have to examine the law to see if or when or in the event that such an appointment is made if it would be in breach of the law,” he told media operatives.
Granger said that Boodoo’s appointment would be unethical, after he left the Commission having supervised the 2001, 2006 and 2011 elections. He believes it would pose serious problems.
The Leader of the A Partnership for National Unity was also informed by one reporter that she is in receipt of information that another person expected to be up for the post is Bibi Shaddick.
Shaddick was also recently appointed as the new Pro-Chancellor of the University of Guyana.
“Well that is serious,” he retorted. Granger said that he does not believe that there is any legal restraint or impediment with regard to the appointment but hers would trigger widespread astonishment.
Boodoo’s contract had ended in 2013, with GECOM deciding not to renew it.
There had been clashes between Boodoo and Opposition-aligned Commissioners on a number of issues, including the manner in which votes were tallied and presented in the 2011 General and Regional Elections in which the ruling People’s Progressive Party/Civic lost the majority.
On Monday, Dr. Mangal handed in his resignation to GECOM, reportedly citing ill-health. Mangal is said to be in his eighties and was the longest serving Commissioner. He was one of three PPP/C Commissioners on GECOM.
In addition to the Chairman, the law also provides for the appointment of six members of the Commission with three appointed by the President. The remaining members are appointed by the President acting on the advice of the Leader of the Opposition after consultations.
GECOM sets policy for voter registration, maintains the voters’ list and administers all national, regional and local government elections within the legislative framework.
These appointments however, are based on the prerogative of the President.
