…even a possible budget – House Speaker
As far as Speaker of the National Assembly Raphael Trotman is concerned, this is the first time in Guyana’s history where the election date is known and the Parliament is not dissolved as yet.
In an interview with Kaieteur News yesterday, Trotman said that the President has opted for a rather unorthodox approach. The current situation he said is one which allows Head of State, Donald Ramotar enough time to dissolve the Parliament in early February, or even see the Minister of Finance, Dr. Ashni Singh, laying the 2015 budget.
The House Speaker said that in spite of all the concerns, the political opposition needs to remain focused and hold the President to his word on allowing the election to be held on the date set by him.
Trotman said that while the President’s move was unusual, it poses no constitutional challenge for the time being.
He said that while the situation is somewhat awkward, the political opposition should concern itself with focusing on what is needed to win the upcoming election.
He said that careful attention should be paid to the fact that the government, in creating such a situation, will try to gain the upper hand, but neither the AFC nor APNU should allow themselves to be sidetracked with what the current administration may be up to.
The Speaker answered in the affirmative when asked if there exists a possibility for a budget to be laid. He said that he rather suspects that the government will try to lay the budget to engineer a stage for national embarrassment on the part of the Opposition.
“They know that the Opposition would more than likely vote against that budget, and if they bring one it would be filled with a lot of goodies. The laying of a budget is a nationally televised event, and if one is brought I believe it will be like a national theatre, for the drama, to show that the opposition objected to a menu of unbelievably good allocations for certain sectors,” Trotman opined.
He emphasized that regardless of what speculation there may be at this time, the Opposition needs to be prepared for any eventuality.
“They need to stay alert and focus on what they need to get done,” he reiterated.
